Species Range of The Mexican Gray Wolf
According to the organization, Rewilding Institute, the Mexican Gray Wolf (Canis lupus baileyi) population numbered in the thousands and spanned from Mexico to north of the border into the southwestern United States before the eradication program was implemented, stating that an exact number of the population size is difficult to determine (Parsons, 2025). The Mexican Gray Wolf was listed as endangered, and rehabilitation efforts were implemented to re-establish populations, which resulted in the species being delisted in the mid-1990s after successful breeding (Experimental Populations Under the Endangered Species Act and Gray Wolves, 2023). Updates to the Gray Wolf Recovery Plan show reinstatement as an endangered species with recovery implementation approved as of February 2024, with no specific designation for the Mexican Gray Wolf subspecies. (Gray Wolf Recovery News and Updates | U.S. Fish & Wildlife Service, 2024). According to the site, Team Wolf, there are an estimated 6,000 total individuals of the Gray Wolf species, with no differentiation of the Mexican subspecies (LEARNING HUB, 2024).
Mexican Wolf and Low Genetic Diversity
Mexican Gray Wolf populations with low genetic diversity are a result of limited recovery areas that are isolated and allowed by 10j rule due to the species being listed as endangered and low population capping numbers required by federal regulation, which can lead to inbreeding (Parsons, 2025). In the context of the Endangered Species Act, the 10j rule allows for experimental population reintroduction in an attempt to mitigate species extinction and negative effects from inbreeding (Experimental Populations, n.d.).
The Department of Fish and Wildlife responded to the Mexican Gray Wolf being listed as endangered by trapping five Mexican wolves in the wild that were then used to breed for genetic diversity in the United States (Parsons, 2025). This pack was certified as a viable lineage used in population reintroduction.
Species Recovery and Ecological Evolution
There does not seem to be a clear report of specific numbers to determine the removal of a species. There is conflicting information stating that the goal is to establish 30 breeding pairs as a minimum, with most data stressing the caps in population (Experimental Populations Under the Endangered Species Act and Gray Wolves, 2023; Parsons, 2025).
The critically endangered Mexican Gray Wolf will not be fully recovered when it reaches the minimum population, due to the added stress of population caps and hunting permits meant as population control (Parsons, 2025). There is debate over whether the minimum population size set by federal regulation fully supports genetic recovery from low population numbers that lead to inbreeding (Parsons, 2025; Wilhere, 2024). Wolves are a keystone species, and due to low numbers, the ecosystem faces dire circumstances of irreversible change if the Gray Wolf, and more specifically, the Mexican Gray Wolf, becomes extinct.
Argument for Education and Advocacy for Recovery
According to the U.S. Fish and Wildlife Service (USFWS) site, there have been updated protections under the Endangered Species Act for the Gray Wolf in states where they had been delisted, with the Northern Rocky Mountain population remaining delisted as of February 2022 (Gray Wolf Recovery News and Updates | U.S. Fish & Wildlife Service, 2024). A news release on the same site states that the Northern Rocky Mountain population and other areas in the Northwestern United States again declined to list the species as of February 2024; the USFWS did implement a national recovery plan (Service Announces Gray Wolf Finding and National Recovery Plan | U.S. Fish & Wildlife Service, 2024). The Service states that there is no indication that they are in threat of extinction in the areas mentioned above, and with implementation of an ongoing recovery plan that includes education of coexistence with wolves, as well as co-management with tribes, is a step in the right direction for species stability and future recovery (Experimental Populations Under the Endangered Species Act and Gray Wolves, 2023; Service Announces Gray Wolf Finding and National Recovery Plan | U.S. Fish & Wildlife Service, 2024). Highlighting that species loss is a direct result human caused habitat disturbance and eradication programs reveals that the Mexican Gray Wolf may not be able to recover without human intervention.
